Social development bank for Europe
À propos
The Council of Europe Development Bank (CEB) is a multilateral development bank with a social vocation. Established on 16 April 1956 in order to bring solutions to the problems of refugees, its scope of action has progressively widened to other sectors of action directly contributing to strengthening social cohesion in Europe. The CEB represents a major instrument of the policy of solidarity in Europe: it uses its resources for the financing of social projects in order to help its 43 member states achieve sustainable and equitable growth.

Stefania Bazzoni is at the G20 South Africa Finance and Central Bank Deputies meeting presenting the Monitoring and Reporting Framework on the G20 MDBs Roadmap implementation. After months of collaboration between #MDBs and #G20 members, we now have a comprehensive system to track progress. The framework includes both individual and joint actions to improve how MDBs work as a system for impact and scale. Progress is on the way and will be discussed at the International Financial Architecture Working Group in September. G20 South Africa

🇺🇦 At #URC2025 in Rome, the CEB reaffirmed its commitment to Ukraine’s recovery with over €400 million in loans, grants and cooperation engagements, including our largest-ever loan to Ukraine. We signed major agreements on housing, support for internally displaced persons, and microfinance and advanced cooperation with Ukrainian, Italian and multilateral partners on inclusive recovery. Watch the highlights from the past two days 🎥⬇️

#Ukraine’s health system is showing extraordinary resilience, not only by continuing to function under fire, but also by reforming and rebuilding. Speaking at #URC2025, Governor Carlo Monticelli underlined the CEB’s role in strengthening healthcare delivery and infrastructure, with a focus on long-term impact for Ukrainians. Through the HEAL project, co-financed with The World Bank, CEB has supported services that have already reached over 600,000 people: from mental health care to energy-resilient primary clinics. A joint statement signed with the Ministry of health of Ukraine further reinforces our shared commitment to advancing maternal and child health infrastructure. 🇺🇦 Ukraine and the CEB sign their largest loan agreement since the start of the war. At #URC2025 in Rome, the CEB and the Ministry of Social Policy of Ukraine marked the signature of a €200 million loan to support Ukraine’s assistance programme for internally displaced persons (IDPs) signed by the Minister signed by Minister Oksana Zholnovych and the Governor Monticelli. 👉 The funds will help provide housing and basic needs for 1.2 million people, as part of broader support to 4.6 million registered IDPs across the country. In parallel, the CEB signed earlier this week a €550,000 grant with Ukrainian Catholic University, which will help scaling up the Resilience Service — training 600 frontline social workers and expanding access to mental health and psychosocial support in communities. These efforts reflect the CEB’s commitment to people-centred recovery and long-term social resilience in #Ukraine. #URC2025 #UkraineRecovery #URC25

A pleasure to engage during #URC2025 with President of the Congress of Local and Regional Authorities of the Council of Europe, Marc Cools, and his team in a constructive exchange on the key role local governments play in building resilient, inclusive communities. The CEB and the Congress, each with their own competences and mandates, are committed to strengthening local action where it matters most. Our cooperation reflects a shared ambition to turn principles into impact on the ground.

Recovery is not just about rebuilding infrastructure, it’s also about restoring lives and strengthening communities. At #URC2025, CEB Governor Carlo Monticelli joined a panel to explore how #Ukraine’s recovery can be inclusive, people-centred, and rooted in social cohesion. The CEB highlighted recent support including: ➡ A €200 million loan for social assistance to internally displaced persons ➡ A €550,000 grant for mental health training and psychosocial services at community level These investments reflect our belief that true recovery means inclusive recovery, where no one is left behind.

I was happy to catch up with Executive Vice-President for Cohesion and Reforms Raffaele Fitto following our panel on Ukrainian Community Recovery and Development yesterday at #URC2025 The CEB’s social mandate focuses squarely on enhancing social cohesion and forging inclusive growth. To this end, the EU is a strong partner of ours to make Europe’s regional and local economies more sustainable, resilient and future proof.

The CEB and Bank "LVIV" have signed a €3 million loan agreement to support microenterprises in western Ukraine with a focus on communities hosting large numbers of internally displaced persons. This is the CEB’s first microfinance operation in #Ukraine, and an important step in helping small businesses access the capital they need to stay afloat, grow, and create jobs in the face of extraordinary challenges. By partnering with a local bank rooted in the community, this pilot programme aims to deliver rapid, tangible support and lay the groundwork for broader microfinance efforts in the country. #UkraineRecovery #URC25 #URC2025
