En accordant la même importance à la sécurité et aux services, le projet #ÉquilibreS4 représente une avancée significative dans la prévention des scénarios indésirables et le renforcement du travail du Comité de Saint-Denis. 🤝 Une approche pluri-institutionnelle est aussi essentielle pour le succès des événements sportifs. Balance S4 Mini-Series - Episode 6 In this episode we speak to Rodrigo Cavaleiro, President of the Portuguese National Authority for the Prevention and Fight Against Sport-Related Violence Autoridade para a Prevenção e o Combate à Violência no Desporto (APCVD) and Chair of the Council of Europe's Saint-Denis Committee. Rodrigo highlights the importance of achieving “the right balance between security, safety and service at sports events to protect the lives and physical integrity of spectators and athletes.”   🚩 These three pillars are central to the Saint-Denis Convention and are also at the core of the joint European Commission - Council of Europe project “Balance S4”. 🔎 As Rodrigo points out, “history has shown us that sometimes we focus too much on other aspects and not enough on safety.” By supporting both safety and service equally, the #BalanceS4 project represents a significant step forward in preventing adverse scenarios and strengthening the work of the Saint-Denis Committee. 🤝 A multi-agency approach is also essential in the development of successful sports events. Rodrigo shares an example from the UEFA Champions League final in Lisbon in 2014, highlighting the benefits of a collaborative environment. 💡 Mise en œuvre des politiques de protection des enfants dans le sport à Chypre 💡 Après le lancement national de « Donnons de la voix » (« Start to Talk ») en septembre 2024 (➡️ https://go.coe.int/xJmfO), Chypre est passée à la phase suivante du projet, à savoir la mise en œuvre pratique des politiques de protection des enfants dans le sport. La Cyprus Sport Organisation (CSO) fondera ce travail sur les bonnes pratiques de l'Accord partiel élargi sur le sport (APES) du Conseil de l'Europe et du Plan d'action national pour un environnement sportif sain et sûr. La CSO collaborera avec cinq fédérations nationales – la Fédération chypriote de football, la Fédération chypriote de gymnastique, la Fédération chypriote de natation amateur, la Fédération chypriote de triathlon et la Fédération chypriote de pentathlon moderne – et leurs responsables de la protection désigné·es afin d'identifier les défis, de surmonter les obstacles pratiques et de mettre en œuvre des politiques de protection sur le terrain. À terme, cela aboutira à un modèle qui pourra être reproduit à plus grande échelle dans d'autres fédérations sportives nationales. Un grand merci aux autorités monégasques pour leur soutien à Donnons de la voix, et en particulier à sa mise en œuvre à Chypre en 2025. 💡 Implementation of child safeguarding in sport policies in Cyprus 💡 After the national launch of "Start to Talk" in September 2024 (➡️ https://go.coe.int/5Xpnd), Cyprus has moved to the next phase of the project, that is the practical implementation of child safeguarding in sport policies. The Cyprus Sport Organisation (CSO) will base this work on best practices from the Council of Europe’s Enlarged Partial Agreement on Sport (EPAS) and the National Action Plan for a Healthy and Safe Sport Environment. CSO will collaborate with five national federations – the Cyprus Football Association, the Cyprus Gymnastics Federation, the Cyprus Amateur Swimming Federation, the Cyprus Triathlon Federation, and the Cyprus Modern Pentathlon Federation – and their appointed Safeguarding Officers to identify challenges, address practical barriers, and implement safeguarding policies on the ground. Ultimately, this will be translated into a model for broader implementation across other national sports federations. 📅 During Grand Slams, we often highlight our important role in supporting staff, officials, and players during the tournaments. That's been no different with Wimbledon in full flow this week, but this alone does not fully capture the depth and breadth of our efforts to protect the integrity of tennis. Risk and Evolving Landscape is a strategic priority for the ITIA, which includes essential liaison and engagement with law enforcement, regulators, and other sports governing bodies. By working together, we have a better chance of staying ahead of corruptors and their strategies. For our part, we always welcome the opportunity to share knowledge, best practice, and current trends. This is why Jenni Kennedy, our Senior Director for Intelligence and Investigations, briefly swapped SW19 for Strasbourg, France, earlier this week, as she was invited to speak at the Sport at the Council of Europe Network of Magistrates/Prosecutors Responsible for Sports (MARS Network) annual meeting. Elle cite le « mécanisme de réponse rapide » de l'UEFA pour l'EURO 2024 comme un excellent exemple de bonne pratique en matière de mesures de service : grâce à des codes QR placés autour des stades, une aide immédiate était offerte à toute personne se sentant harcelée, victime de discrimination ou éprouvant un quelconque malaise physique ou émotionnel. Cela démontre la façon dont des mesures combinées de services et de sécurité garantissent un environnement sûr lors de tous les matchs. 📢 New Episode Alert! Balance S4 Mini-Series - Episode 5 In this episode we speak to Siobhán O'Brien, Fan Relations Manager at UEFA, about the importance of co-ordinated service at sports events. Siobhán emphasises that safety is a collective responsibility – and excellent service plays a key role in achieving it. Siobhán highlights UEFA’s “rapid response mechanism” at EURO 2024 as a strong example of good practice in service measures: through QR codes placed around the stadiums, immediate support was offered to anyone feeling harassed, discriminated against or experiencing any kind of physical or emotional discomfort. This shows ways in which combined service and safety measures ensure a secure environment at all matches. This approach underlines the importance of the joint European Commission - Council of Europe project "Balance S4", which aims to further strengthen the safety and service pillars of the Saint-Denis Convention.
