LinkedIn 🌍 Committee of Ministers Adopts the Recommendation CM/Rec (2025)6 on Qualifications and Linguistic Competences of Refugees in Europe! 🌍 On 9 July 2025, a significant step for refugee integration through education was achieved when the Council of Europe Committee of Ministers adopted the Recommendation CM/Rec (2025)6 on the qualifications and linguistic competences of refugees in Europe. Developed since 2024 by a dedicated Working Group under the Steering Committee for Education (CDEDU), this Recommendation builds on impactful initiatives like the European Qualifications Passport for Refugees (EQPR) and the Linguistic Integration of Adult Migrants programme. This milestone paves the way for a more comprehensive approach to recognising and valuing refugees’ academic, professional, and language skills across member states. Beyond formal recognition, it honours the broader contributions displaced persons make to their host communities. Key Education meetings held in Paris Last week marked a busy period for the Council of Europe Education department, as a series of meetings focused on the preparations of the next CDEDU Autumn Plenary, the drafting of a proposal for a legal instrument on automatic recognition, and the development of a Student Rights Charter. 📅 Key topics of three meetings included: • On 2 July, the CDEDU Bureau met to discuss key developments of the Council of Europe Education Programme in view of the CDEDU Plenary Session in September 2025; • On 3 July, the Ad Hoc Working Group on Automatic Recognition of Qualifications continued its work on the proposal on a new legal instrument on automatic recognition; • On 3-4 July, the inception meeting of the Working Group on the European Student Rights Charter, engaging with representatives from the European Students’ Union, EURASHE, EUA, UNESCO and other stakeholders, took place. Three weeks ago we kicked off an amazing two days of the "Global Forum on Higher Education 2025: Renewal of the Democratic and Civic Mission" in Prague. This invitational meeting offered a critical space for the exchange of ideas, reflections, and commitments from 100 participants (across 34 different countries and 5 continents) to support the renewal of higher education's democratic and civic mission in order to preserve and strengthen democracy in opposition to accelerating authoritarianism and autocracy.
