About us

The Council of Europe (CoE) Programme for Human Rights Education for Legal Professionals (HELP) is aimed at supporting the CoE member states in implementing European human rights, justice and rule of law standards at the national level, focusing on the European Convention on Human Rights (ECHR), other key CoE instruments, as well as EU law. This is done by raising the capacities of legal professionals to apply those instruments in their daily work. The objective of HELP is to provide high quality education on human rights to judges, prosecutors, lawyers and other justice professionals throughout Europe and beyond. The HELP Catalogue contains numerous online courses on various human rights, justice and rule of law related topics. They are free, certified, interactive, available in multiple languages and can be taken in self-paced or tutored format. When contextualised to the national legislation and challenges, HELP courses address the training needs identified by various Council of Europe monitoring mechanisms and support the implementation of ECtHR judgments pending execution.
