About us

The European Social Charter is a Council of Europe treaty that guarantees fundamental social and economic rights as a counterpart to the European Convention on Human Rights. It guarantees a broad range of everyday human rights related to employment, housing, health, education, social protection, and welfare, with a specific emphasis on protecting vulnerable persons such as children, people with disabilities, older persons and migrants, while ensuring that these rights are enjoyed without discrimination. The European Committee of Social Rights is the monitoring body of the European Social Charter. It is composed of 15 independent and impartial members. It monitors compliance with the European Social Charter by States Parties and provides insight into the full implementation of the social rights dimension of human rights. The effective enjoyment of social rights depends on aligning national legislation and practice with international standards, particularly the European Social Charter. The Council of Europe's cooperation programmes on social rights play a crucial role in this process by complementing standard-setting and monitoring efforts, ensuring the effective implementation of legal commitments through technical assistance.
