  • 📢 𝗣𝗿𝗼𝗴𝗿𝗲𝘀𝘀 𝗮𝗻𝗱 𝗣𝗲𝗿𝘀𝗶𝘀𝘁𝗶𝗻𝗴 𝗚𝗮𝗽𝘀: 𝗘𝗖𝗥𝗜’𝘀 𝗹𝗮𝘁𝗲𝘀𝘁 𝗮𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗳 𝗿𝗮𝗰𝗶𝘀𝗺 𝗮𝗻𝗱 𝗶𝗻𝘁𝗼𝗹𝗲𝗿𝗮𝗻𝗰𝗲 𝗶𝗻 𝗖𝗿𝗼𝗮𝘁𝗶𝗮   Today, ECRI published its 6th report on #Croatia, offering a mixed assessment of the country’s efforts to combat racism, hate speech, and discrimination. ECRI acknowledges notable progress. Croatia has made commendable strides in 𝗰𝗶𝘃𝗶𝗰 𝗲𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 by introducing related content in schools. It also acted swiftly to 𝗶𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗲 Ukrainian displaced children into the education system, following Russia’s full-scale invasion of Ukraine. Initiatives to 𝗶𝗺𝗽𝗿𝗼𝘃𝗲 𝗥𝗼𝗺𝗮 𝗵𝗼𝘂𝘀𝗶𝗻𝗴, 𝗶𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲, 𝗮𝗻𝗱 𝘀𝗰𝗵𝗼𝗼𝗹 𝗮𝘁𝘁𝗲𝗻𝗱𝗮𝗻𝗰𝗲, as well as 𝗰𝗶𝘁𝗶𝘇𝗲𝗻-𝗹𝗲𝗱 𝗿𝗲𝘀𝗽𝗼𝗻𝘀𝗲𝘀 𝘁𝗼 𝗵𝗮𝘁𝗲 𝘀𝗽𝗲𝗲𝗰𝗵, are viewed as positive developments.   However, the report points to several outstanding issues. 𝗛𝗮𝘁𝗲 𝘀𝗽𝗲𝗲𝗰𝗵, especially against 𝗥𝗼𝗺𝗮, 𝗲𝘁𝗵𝗻𝗶𝗰 𝗦𝗲𝗿𝗯𝘀, 𝗮𝗻𝗱 𝗟𝗚𝗕𝗧𝗜 𝗽𝗲𝗿𝘀𝗼𝗻𝘀, continues to dominate 𝗽𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗱𝗶𝘀𝗰𝗼𝘂𝗿𝘀𝗲, 𝗼𝗻𝗹𝗶𝗻𝗲 𝗽𝗹𝗮𝘁𝗳𝗼𝗿𝗺𝘀, and 𝗽𝘂𝗯𝗹𝗶𝗰 𝗲𝘃𝗲𝗻𝘁𝘀. LGBTI people face entrenched discrimination, and the process of legal gender recognition remains invasive and medicalised. Roma communities continue to face residential segregation, reduced life expectancy, and inadequate access to healthcare, while migrants and foreign workers lack the support of a national integration strategy.   𝗘𝗖𝗥𝗜’𝘀 𝗸𝗲𝘆 𝗿𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀 𝘁𝗼 𝘁𝗵𝗲 𝗖𝗿𝗼𝗮𝘁𝗶𝗮𝗻 𝗮𝘂𝘁𝗵𝗼𝗿𝗶𝘁𝗶𝗲𝘀 𝗶𝗻𝗰𝗹𝘂𝗱𝗲: •Improving legal gender recognition procedures •Expanding teacher training and inclusive human rights education •Promoting Roma healthcare access through targeted outreach and Roma health mediators •Tackling hate speech and Ustasha-era symbolism through media literacy campaigns •Developing a fully funded national strategy to integrate migrants and foreign workers   Two recommendations have been flagged for 𝗽𝗿𝗶𝗼𝗿𝗶𝘁𝘆 𝗳𝗼𝗹𝗹𝗼𝘄-𝘂𝗽: •Establishing a national migrant integration strategy •Enhancing Roma access to quality healthcare   🔗 Download the full report ⬇️ English: https://lnkd.in/dgwdjfBz Français: https://lnkd.in/driiXJDz Hrvatski: https://lnkd.in/d-3mpB-U   #HumanRights #Equality #RomaInclusion #LGBTI #MigrantRights #CouncilOfEurope #Croatia #ECRI

𝗣𝗼𝘀𝗶𝘁𝗶𝘃𝗲 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁𝘀 include the 𝗲𝘀𝘁𝗮𝗯𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁 𝗼𝗳 𝘁𝗵𝗲 𝗛𝘂𝗺𝗮𝗻 𝗥𝗶𝗴𝗵𝘁𝘀 𝗮𝗻𝗱 𝗘𝗾𝘂𝗮𝗹𝗶𝘁𝘆 𝗜𝗻𝘀𝘁𝗶𝘁𝘂𝘁𝗶𝗼𝗻 𝗼𝗳 𝗧𝘂̈𝗿𝗸𝗶𝘆𝗲 (𝗛𝗥𝗘𝗜𝗧), 𝘁𝗿𝗮𝗶𝗻𝗶𝗻𝗴 𝗼𝗻 𝗵𝗮𝘁𝗲 𝗰𝗿𝗶𝗺𝗲 for law enforcement officials, and efforts to 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝗽𝗲𝗼𝗽𝗹𝗲 𝘀𝗲𝗲𝗸𝗶𝗻𝗴 𝗶𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗽𝗿𝗼𝘁𝗲𝗰𝘁𝗶𝗼𝗻.   • 🌈 𝗣𝗿𝗼𝗺𝗼𝘁𝗶𝗻𝗴 𝗟𝗚𝗕𝗧𝗜 𝗘𝗾𝘂𝗮𝗹𝗶𝘁𝘆 𝗮𝗻𝗱 𝗖𝗼𝗺𝗯𝗮𝘁𝗶𝗻𝗴 𝗜𝗻𝘁𝗼𝗹𝗲𝗿𝗮𝗻𝗰𝗲 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝗟𝗚𝗕𝗧𝗜 𝗽𝗲𝗿𝘀𝗼𝗻𝘀: 𝗔 𝗣𝗿𝗶𝗱𝗲 𝗠𝗼𝗻𝘁𝗵 𝗦𝗽𝗼𝘁𝗹𝗶𝗴𝗵𝘁 𝗼𝗻 𝗘𝗖𝗥𝗜’𝘀 𝗹𝗮𝘁𝗲𝘀𝘁 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗣𝗼𝗹𝗶𝗰𝘆 𝗥𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻   As we celebrate Pride Month, it is important to reflect not only on the progress made but also on the continued challenges that lesbian, gay, bisexual, transgender, and intersex (LGBTI) people face across Europe. In alignment with these reflections, the European Commission against Racism and Intolerance (ECRI) has issued a landmark instrument:   📘 𝗚𝗲𝗻𝗲𝗿𝗮𝗹 𝗣𝗼𝗹𝗶𝗰𝘆 𝗥𝗲𝗰𝗼𝗺𝗺𝗲𝗻𝗱𝗮𝘁𝗶𝗼𝗻 (𝗚𝗣𝗥) 𝗡𝗼. 𝟭𝟳 𝗼𝗻 𝗽𝗿𝗲𝘃𝗲𝗻𝘁𝗶𝗻𝗴 𝗮𝗻𝗱 𝗰𝗼𝗺𝗯𝗮𝘁𝗶𝗻𝗴 𝗶𝗻𝘁𝗼𝗹𝗲𝗿𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗱𝗶𝘀𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗮𝗴𝗮𝗶𝗻𝘀𝘁 𝗟𝗚𝗕𝗧𝗜 𝗽𝗲𝗿𝘀𝗼𝗻𝘀.   This comprehensive set of recommendations, adopted in June 2023, calls on Council of Europe member states to take determined, inclusive, and concerted action to 𝗽𝗿𝗲𝘃𝗲𝗻𝘁 𝗮𝗻𝗱 𝗰𝗼𝘂𝗻𝘁𝗲𝗿 𝗱𝗶𝘀𝗰𝗿𝗶𝗺𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝗮𝗻𝗱 𝗶𝗻𝘁𝗼𝗹𝗲𝗿𝗮𝗻𝗰𝗲 𝗼𝗻 𝘁𝗵𝗲 𝗴𝗿𝗼𝘂𝗻𝗱𝘀 𝗼𝗳 𝘀𝗲𝘅𝘂𝗮𝗹 𝗼𝗿𝗶𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻, 𝗴𝗲𝗻𝗱𝗲𝗿 𝗶𝗱𝗲𝗻𝘁𝗶𝘁𝘆 𝗮𝗻𝗱 𝘀𝗲𝘅 𝗰𝗵𝗮𝗿𝗮𝗰𝘁𝗲𝗿𝗶𝘀𝘁𝗶𝗰𝘀..   ⚠️ 𝗪𝗵𝘆 𝗶𝘀 𝘁𝗵𝗶𝘀 𝘀𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁 𝗱𝘂𝗿𝗶𝗻𝗴 𝘁𝗵𝗲 𝗣𝗿𝗶𝗱𝗲 𝗠𝗼𝗻𝘁𝗵?   The Pride is not just a celebration — it is a reminder of the right of all people to live openly, freely and with dignity. ECRI’s GPR No. 17 reaffirms this principle by:   ✅ Calling for strong legal protections against LGBTI-phobic hate speech and hate-motivated violence, both offline and online; ✅ Promoting inclusive education to combat stigma and misinformation; ✅ Banning so-called “conversion practices”, which are profoundly harmful and unethical; ✅ Supporting transgender people in the enjoyment of their right to accessible and non-discriminatory legal gender recognition and intersex persons in the enjoyment of their right to bodily integrity ✅ Emphasising that policies must reflect intersectional realities — recognising the unique experiences of LGBTI people who may also face racism, sexism, ableism, and other forms of discrimination and intolerance 🛠️ ECRI’s GPR No. 17 is not only a policy framework, but it is also a tool for action.
