Migration related flags for regular users are: move to meta, close for blatantly off-topic, (or suggest moderator intervention). There is no request/queue for movement to another site. Such a request for a new feature would need to be made on main Meta.
It's up to a moderator to decide that a question that is ours should be given away, that's done by "Close" → "A community-specific reason" → "This question belongs on another site in the Stack Exchange network": from there any site can be chosen; subject to the recipient's acceptance.
