Promoting Safe, Orderly, and Regular Migration for All

About us

IOM is the leading intergovernmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners, established in 1951. With 175 member states, a further 8 states holding observer status and offices in over 100 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. IOM works to help ensure the orderly and humane management of migration to promote international cooperation on migration issues, to assist in the search for practical solutions to migration problems and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. The IOM Constitution recognizes the link between migration and economic, social and cultural development, as well as to the right of freedom of movement. IOM works in the four broad areas of migration management: • Migration and development • Facilitating migration • Regulating migration • Forced migration. IOM activities that cut across these areas include the promotion of international migration law, policy debate and guidance, protection of migrants' rights, migration health and the gender dimension of migration. IOM has been present in Montenegro since 2001. As Montenegro continues to pursue its aim of accession to the European Union (EU), increasing attention has been given to key migration issues by the Government, civil society, and the media. Today, with a focus on building the capacity of Montenegrin Government to manage migration, IOM is working with a wide range of governmental and non-governmental partners in the following thematic areas: Humanitarian Assistance and Protection, Resilience and Social Cohesion, Human Mobility and Migration Governance.

  • 👉 IOM has supported the activities of NGO “Daily Care Center Defendologija”, through the donation of food, hygiene supplies, workshop materials, as well as support for six staff members who work daily with children and youth. This support aims to raise awareness among children and young people about the dangers of human trafficking through a series of well-designed activities, including educational workshops, creative art projects, psychological support, and field visits. Through these initiatives, young people have the opportunity to: - gain knowledge and develop skills to recognize and avoid risky situations, - express their creativity and emotions in a safe environment, - receive the support they need to build self-confidence and resilience. For IOM, supporting youth lays the foundation for a more secure and just future. Together with the Defendologija Center, we continue to create a space where young people feel protected, empowered, and informed.🤝 This activity supported through the project “Western Balkan Joint Actions Against Smuggling of Migrants and Trafficking in Human Beings,” (#WBJAST) funded by the Danish Ministry of Foreign Affairs.

  • IOM organized a two-day study visit to Albania for Montenegrin officials from the municipalities of Gusinje, Plav, Berane, Ulcinj, and the Ministry of Diaspora to explore successful diaspora engagement practices. Through meetings with key Albanian institutions and local authorities, the delegation gained valuable insights into policies, data-driven strategies, and community initiatives that strengthen diaspora ties. The visit provided practical examples that will inspire Montenegro’s ongoing efforts to develop strategic frameworks and build strong partnerships with its own diaspora communities. We are grateful for the generous support and expertise shared by our Albanian partners. IOM Albania

Closing of the Danish Programme Marked: Migration in Focus 📍 Podgorica, 20 June 2025 The International Organization for Migration (IOM) marked the successful closing of the implementation of four regional projects in the field of migration management, carried out with the support of the Danish Ministry of Foreign Affairs. Over the past four years, this partnership has helped strengthen resilient, humane, and sustainable migration management systems in the country and the region, aligned with European standards and grounded in the respect for human rights. The programme, which was implemented from 2022 to 2025, included a series of strategic activities through four key instruments: Integrated Border Management (#WBIBM), Readmission (#WBCAP), Combating Migrant Smuggling and Trafficking in Human Beings (#WBJAST), and Voluntary Return and Reintegration (#AVRR). Through more than 300 trainings and workshops, the capacities of officials from the Ministry of the Interior, Border Police, Centres for Social Work, and other relevant institutions in Montenegro and the region were strengthened. A special focus was placed on practical skills – from recognizing forged documents, through humanitarian border management, to the protection of human rights and gender equality. • IOM Montenegro has provided 50 metal stamps to the Border Police Sector to support and enhance border check operations. This donation was realized through the #EU-funded project "Individual Measure to Strengthen Integrated Border Management Capacities II", which is a part of the programme "EU Support for Migration and Border Management in Montenegro". Project aims, among other goals, to improve working conditions and facilitate the efforts of Montenegrin authorities in managing borders. With the start of the busy summer tourist season, this contribution will enable faster and more efficient border checks, helping to ease passenger flow and strengthen overall border management. IOM remains a valuable partner to the Ministry of Interior of Montenegro continuously contributing to the modernization and equipping of the Border Police and will keep supporting efforts to enhance border control and surveillance capacities of Montenegro in line with European standards. The broader EU-funded programme "EU Support for Migration and Border Management in Montenegro" will enable significant investments in Integrated Border Management (IBM) capacities and ensure alignment with EU standards and practices. #iom #euinmontenegro #BorderManagementt #montenegro #IBM #EUsupport
