Le Conseil de l'Europe est activement engagé dans la lutte contre la traite des êtres humains. Le GRETA, le groupe d'experts indépendants qui surveille la mise en œuvre de la Convention sur la lutte contre la traite des êtres humains, a identifié les lacunes et les bonnes pratiques dans les réponses des États parties à la traite des êtres humains, et cherche à améliorer leurs cadres législatif, institutionnel et politique par des recommandations et un dialogue continu.

  • Round-table meeting on the Netherlands’ progress in combating human trafficking ➡️ Some 37 representatives of Dutch government departments, agencies and civil society organisations met in the Hague on 8 July 2025 to discuss the implementation of the Council of Europe Anti-Trafficking Convention, on the basis of the third evaluation report on the Netherlands issued by the Group of Experts on Action against Trafficking in Human Beings (GRETA) and the related Committee of the Parties’ recommendation.   ➡️ The discussions focused on victims’ access to legal aid and compensation, measures to strengthen the criminal justice response to human trafficking, the identification of victims and their access to assistance, and steps to prevent and detect human trafficking for the purpose of labour exploitation. As part of the discussions, participants presented the national anti-trafficking action plan, adopted in 2024, draft legislation and new policy initiatives. ➡️ The Netherlands is expected to report to the Committee of the Parties on the measures taken to comply with its recommendation by 15 December 2025. 🔗 More information: https://lnkd.in/ePTRQrSZ

  • A delegation from the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA) conducted an evaluation visit to France from 16 to 25 June 2025 as part of the fourth evaluation round of the Convention on Action against Trafficking in Human Beings. ➡️ This new evaluation round of monitoring the implementation of the Convention focuses on vulnerabilities to human trafficking and measures taken by States Parties to prevent them, detect and support vulnerable victims, and punish the offenders. This includes a focus on the use of information and communication technology (ICT), which brings structural changes to the way offenders operate and exacerbates existing vulnerabilities. ➡️ Following the visit, GRETA will prepare a draft report, which will be sent to the French authorities for comments.   • On the basis of GRETA’s reports, the Committee of the Parties to the Council of Europe Convention on Action against Trafficking in Human Beings adopted recommendations concerning : ➡️ Liechtenstein and Ukraine as part of the third evaluation round of the Convention, ➡️ and Albania, Austria, Croatia, Cyprus, the Republic of Moldova and the Slovak Republic as part of the fourth evaluation round of the Convention. ➡️ The Committee also considered the reports submitted by the authorities of Azerbaijan, North Macedonia and Poland on measures taken to comply with the Committee’s recommendations issued as part of the third evaluation round of the Convention. 🔗 https://go.coe.int/i6Ew4

  • GRETA publishes its fourth report on Croatia ➡️ In its latest evaluation report on Croatia, published today, the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) commends the authorities for legislative and policy advances but warns of persistent and unaddressed shortcomings in victim identification and assistance. ➡️ The report, covering developments since 2020, evaluates the measures taken by Croatia to prevent vulnerabilities to trafficking in human beings and progress made in selected areas examined by GRETA during previous evaluations of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings. 👉 More information: https://go.coe.int/SFPEJ

  • The new report published today by the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) welcomes legislative and policy measures taken by Ukraine to ensure trafficking victims’ access to justice and effective remedies, despite the difficulties and limitations imposed by the ongoing war.  However, challenges remain.   • Today, under the Maltese Presidency of the Committee of Ministers of the Council of Europe, Malta hosted a high-level conference: “Empowering Change: Technology and Artificial Intelligence in the Fight against Human Trafficking.” The event brought together leading voices from governments, experts, civil society and businesses to explore how digital innovation and artificial intelligence (AI) can support efforts to prevent trafficking, protect victims and prosecute perpetrators — all while upholding human rights. 🔷 “We must ensure that the use of AI is guided by ethical principles, respects privacy, and upholds the dignity and rights of those it aims to protect.” In her opening remarks, Parliamentary Secretary for Equality and Reforms Rebecca Buttigieg emphasised Malta’s leadership in championing innovative, human rights-based solutions to one of the most urgent global challenges of our time. She highlighted the dual nature of technology—how it is being exploited by traffickers to target and abuse victims, and how, when governed ethically, technology can serve as a powerful force for good. 🔷 Representing the Council of Europe, Marja Ruotanen, Director General of Democracy and Human Dignity, highlighted the organisation’s commitment: “We are marking a significant milestone - the 20th anniversary of the Council of Europe Convention on Action against Trafficking in Human Beings. Two decades later, we see the Convention’s real-world impact: better targeted policies. Fighting human trafficking is not a choice - it’s a moral imperative. Traffickers adapt and innovate. We must be faster and smarter in our response.   • GRETA publishes its fourth report on the Republic of #Moldova The Republic of Moldova has made progress in several areas related to the fight against trafficking in human beings, according to a report published today by the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA).
