At the Ukraine Recovery Conference, which took place on 10-11 July 2025 in Rome, AFD Group (through Agence Française de Développement, Expertise France, and Proparco) reaffirmed its full commitment to Ukraine's recovery, reconstruction, and European trajectory. In close partnership with the European Commission, EU Member States, and Ukrainian authorities, AFD Group announced a series of concrete actions to turn this commitment into reality: 🔹 Supporting Ukrainian institutions and local authorities (Expertise France): ✅ Signing of the EU4Reconstruction programme (with France, Germany, Denmark, Lithuania, and the EU) to strengthen Ukraine's capacity for inclusive, transparent reconstruction. ✅ A new Memorandum of Understanding with Ministry of health of Ukraine to rehabilitate healthcare services, including war-related injuries, mental health, and hospital infrastructure. ✅ A cooperation agreement with Enabel (Belgium) to boost vocational education and youth resilience. ✅ A partnership with Stand With Ukraine to strengthen local governance and foster twinning between Ukrainian and French municipalities. 🔹 Backing municipal and territorial reconstruction: ✅ AFD and the European Commission officially announced the “Municipal Infrastructure for Sustainable TerritOries” (MISTO) programme, aimed at supporting reconstruction projects at local level, via direct financing to municipalities or intermediated financing through Ukrainian public banks. This program aiming at leveraging over 400M€ financing is strongly backed by European guarantees and grants for over 275M€ under the Ukrainian Investment Framework. 🔹 Strengthening Ukraine's private sector resilience: ✅ At the URC, Proparco officially announced its participation in the new "Flagship Fund" initiative, led by France, Germany, Italy, and Poland, with strong backing from the European Commission and the European Investment Bank (EIB). 👉 This initiative is designed to inject capital into the Ukrainian economy by supporting SMEs, infrastructure projects, and businesses seeking stronger ties with European partners-helping to anchor Ukraine's entrepreneurial ecosystem in a robust partnership with the European Union. ✅ Proparco also officially announced its participation to EDFI Ukraine, a new joint-EDFI private-sector investment program targeting investments into critical renewable energy projects, into private companies operating in Ukraine in sectors such as agri-business, manufacturing and industrial development, transport and logistics and digital, plus into private equity funds supporting Ukraine’s reconstruction and recovery. 👉 We remain mobilized alongside Ukrainian institutions, local authorities, civil society, and the private sector, because rebuilding Ukraine means building Europe.
