The strategic plan includes suggestions and strategies: (1) Create an eco-tourism destination location that leverages our people, the beautiful natural resources like Cave Run Lake, Red River Gorge, Natural Bridge State Park, the Licking River that bless our region; (2) Encouraging mixed-use development downtown will provide 24/7 activity in West Liberty’s central district; (3) Developing a free Wi-Fi hub throughout downtown West Liberty; (4) Capitalize upon the area’s natural scenic location to develop a green walking and biking corridor (5) Construct a geothermal loop throughout the central blocks of the downtown area to lower energy costs for downtown businesses; (6) Explore opportunities to develop natural gas vehicle and electricity micro-grid opportunities in West Liberty to leverage investment by the city of West Liberty gas distribution company; (7) Utilize state-of-the-art technology to capitalize on an already strong ambulance service and streamline processes to strengthen this service to the community; (8) Increase Primary and Specialty Health Providers in Eastern Kentucky; (9) Establishing a dynamic initiative of first-class business mentoring, technical assistance and innovation-immersion grant programs that will help rebuild area businesses and create new innovation-based and high tech enterprises; (10) Construct new family residences to replace those that were destroyed or severely damaged by using the ultra-low energy principles of passive housing, a process that is quickly becoming the gold standard of energy efficient residential building; (11) Developing Clean Energy, Sorghum & Energy Park; (12) Establish a World Class Data Recovery Center; and (13) Developing a twenty-first Century Model for Rural Health Care.

For some ex-offenders, entrepreneurship offers new opportunities for successful reentry to the community and positive outcomes for the individuals and their families. Reducing recidivism and empowering ex-offenders to start their own businesses is a great strategy that is being well received across the U.S. Entrepreneurship provides a means to create jobs for ex-offenders, empowering them to earn a living wage more than capable of sustaining a family.

The Kentucky Commission on Small Business Advocacy (KCSBA) was created by HB 588 in 2000 through the leadership of Representative Ruth Ann Palumbo and the Governor appointed the commission in May of 2001. Robert G. Bobby Clark was appointed chair, The KCSBA is to provide resources to help Kentucky small businesses navigate the regulatory environment and reduce the regulatory burdens, and to be an advocate for small businesses in the legislative/regulatory process.

Bobby Clark was appointed chair, The KCSBA is to provide resources to help Kentucky small businesses navigate the regulatory environment and reduce the regulatory burdens, and to be an advocate for small businesses in the legislative/regulatory process.
KCSBA to educates the small business community on federal, state, and local government initiatives of value and importance; aid the small business community in navigating the regulatory process when that process becomes cumbersome, time consuming, and bewildering to the small business community; and develop a system to inform the small business community of state legislation and administrative regulations affecting it, both prior to its enactment and after its implementation.
Kentucky small businesses pay almost $7,000 per employee or $9 billion per year to comply with federal regulations — this does not include state and local regulations.
The KCSBA encourages state agencies to consider impacts on small businesses to ensure that their regulations do not have unintended anti-competitive consequences. It is KCSBA’s duty to ask that agencies explore less burdensome alternatives that are equally or more effectively accomplish their objectives.
The KCSBA estimates that reducing the regulatory burdens on small businesses by just 5% would give those businesses an additional $450 million to spend on additional employees, computers and business expansion, which will generate additional sales and payroll taxes of $30 million per
year.

“I had three giants that supported me this year,” Bonar said. “When I chose as my presidential initiative to put together a Rule of Law conference, and to hold a multidisciplinary forum to do so, many said it just couldn’t be done in the short time that it did. So I did one of the smartest things I
have ever done in my whole life – I picked three wonderful people to carry that forward. I thank all of you!”
Bobby Clark was the first ever non-attorney to be recognized and presented the KBA Special Services Award.
