Actually there are points to make on both sides of this coin. Pros: 1) it should be everyone's priority to work on the priorities first. 2) it should be the priority of the team leader to make sure the external and the internal priorities are understood and managed appropriately. 3) it should be a team priority to get all the understood priorities out on the table and sorted out. Cons: 1) this is not necessarily a product development problem, but can be more generally approached as a team project. 2) this is easier to understand if the question of who should be on such a specific project is clarified initially, then other things can follow. 3) some resources can be better utilized when allowed to jump in, and then build and course...

Prioritizing, identifying and all these are good and you'll spend a lot of time with it and get nowhere. Here's a simple but not easy 'trick': work at one thing at a time. Most productivity is lost on multitasking, which results in waiting for something or someone.
