    What I have been doing before is creating a documentation either for the technical landscape (technical architecture) as well as a business architecture to validate needs and existing process. In well documented and maintained systems it is as well possible to check the cost per component and service and allocate that to the cost per service and TCO. Finally reviewing upfront the contribution of systems to the companies business operation can help identify potential for cost reduction and optimization of the existing landscape before upgrading a single component.
