This is a bad strategy and will make you loose credentials when you prioritise levels of services as at the end, it will make you loose customers. It is better to root cause the problom and work from the begining on dimensioning your network to have the flexibility to expand within short period of time whenever you have more demand and subscribers on your network. Of course, the traditional answer of optimising the network and prioritising customers and distributing and sharing load is the best you can do to resolve the issue temproraly. But, long term solution is to have the right planning and design with flexibility to fast expansion.
