Even within the same department, a user at the entry-level has different expectations of his dashboard than the VP. Instead, allow users to determine what’s important to them. Because of that it can be challenging to measure it in a meaningful way and by challenging, I mean that it can be quite an investment. In companies, we have to weigh up the value and the cost. In the long term, features come and go. What defines the success of the company is how many and what kind of tests you run. Set goals for how many MVP releases you do BEFORE the release of a big feature. Way too many big releases fail because the only testing done was UX testing on mocks. Testers often come in and interact with the mocks because you pay them to. Users in the wild don't have to interact with your site or app at all, so their default is ignoring your big release. I've seen too many engineering departs in the habit of focusing on a big, untested yearly release... and then liquidate teams or whole departments a year or two later when they can't find product market fit.
