If controls are being circumvented, make sure the remote access tools are convenient and functional enough to empower staff and vendors. Also ensure security policies enforce the requirements, even when you aren't looking. Conditional access policies, 802.11x, and endpoint management tools can be helpful here, as well as a robust training process for staff so they know the correct procedures for remote access.
