    This is an obscure, wide ranging question and the answer is yes, anyone can navigate time constraints. It is how that is done that matters. In all projects, there is the PM Triad: Scope, Time, Cost. What do you want to do, how much time do you have and what is the budget. Take for instance a release portfolio from a publisher. Every year there is a launch date and you must hit it. To hit it, you have to balance alpha path vs beta paths, balance resources and time. Every project has diverse skill sets and time constraints but it is how that is balanced that matters and determines a successful launch with proper polish.
