So, the moment of your last backup is the point where/until when you can restore and recover your database. RTO is how fast you restore your system in case of an outage. Usually is not a backup that does data, is a replication solution (like Oracle Data Guard, and Always ON). So, when one primary site has an outage the standby site assumes. When you need to deliver RPO and RTO zero you need to combinate both solutions. But always remember that your second/standby site needs to have the exactly same protection as your primary site.
